Organic Maps insists I need to download already downloaded regions

No, it doesn't look like a map downloader issue. Something has crashed and in the logs you attached there no OM logs at all :(

I would also like to see this. Unfortunately, no one wants to implement this functionality. People only ask when it will be available and don't make any effort to contribute to it. :)
