cb8e278ee6 ICU-20797 fix UBS compilation error and UBS in test code 
Two issues here:

- fix 2 build issue in i18n when compiling with clang++ -fsanitize=undefined
the following two symbols were not exported (and they should be):
  typeinfo for icu::CollationCacheEntry
  typeinfo for icu::numparse::impl::CodePointMatcher

- remove undefined behavior warning in NumberFormatTestTuple.. minor, but very annoying
when repeated many times during every test run. Tends to mask real errors.

9de0383cfa ICU-20202 Replace CodePointMatcherWarehouse with MemoryPool. 
The shared templated helper class MemoryPool can be used to replace the
local helper class CodePointMatcherWarehouse, reducing the amount of
specialized code needed.

921355c6f0 ICU-13634 Refactoring the two separate currency matchers into a single unified CombinedCurrencyMatcher. Allows for easy implementation of currency spacing (included in this changeset) and possibly other currency-related parsing features in the future.

01916cad11 ICU-13634 Changes NumberParseMatcher getLeadCodePoints() to smokeTest() in C++ and Java. The new method is more versatile and eliminates the requirement to maintain two code paths for "lead chars" and "no lead chars".
