030fa1a479 ICU-21148 Consistently use standard lowercase true/false everywhere. 
This is the normal standard way in C, C++ as well as Java and there's no
longer any reason for ICU to be different. The various internal macros
providing custom boolean constants can all be deleted and code as well
as documentation can be updated to use lowercase true/false everywhere.

a2a39e69d0 ICU-10923 Adding initial version of data file filtering. 
- Reads filters.json or .hjson from ICU_DATA_FILTER_FILE environment variable
- Adds DepTarget for dependency semantics, and warns for missing deps.
- Fixes certain tests that crash with sliced locale data.
- Includes support for 4 filter types.

17b8600e8e ICU-11018 Support CLDR time separator (ICU4C) 
This change will treat the ':' character in patterns as a symbol
(instead of as a literal) and if the Locale defines timeSeparator then
use that character instead when formatting and accept both when parsing.

It will also define the '.' as an alternate time separator, that will be
accepted when parsing in lenient mode.

This is one character more strict than before, when in lenient mode also
the '-' was accepted as time separator instead of ':'.
