783ee4c902 ICU-20322 On MinGW, move the DLLs to the "bin" directory. 
This change builds on Vincent Torri's changes.

This installs the ICU DLL files in $prefix/bin instead of $prefix/lib.

Note: In order to disable this change in behavior you can edit
the "mh-mingw*" file(s). If you set the variable MINGW_MOVEDLLSTOBINDIR
to NO instead of YES, then it will retain the previous behavior of
installing the DLLs into the bin folder.

4890638e08 ICU-12766 wip escaping for utf-8 input 
* create a new escaper tool - needs to be invoked in mh- files
* escapes to temporary _whatever.cpp files
* does NOT handle multi line u"xxx" (or u'xxx'? )
* does not cleanup _*.cpp files
* fixup a bunch of Makefiles to add -I$(srcdir) (doesn't hurt anyway)

7cbb428511 ICU-3933 Move flag parsing code to toolutil. Add file modification time functionality to toolutil. Update pkgdata to reflect these changes and to test mod time to see if a new library needs to be built.

9bc3cbe26e ICU-5764 Cygwin's ar currently doesn't handle win64, and GNU make's implicit rules are incompatible with gmake -j2. This is the first attempt to fix these issues.

26a0e7ebd5 ICU-5279 Hide -fvisibility=hidden from icu-config users. 
Also try a different fix for the Intel compiler, which seems to work differently
from an interactive shell.
This option is not needed for tools or tests.
