Markus Scherer 05c591d7ef ICU-12992 add char16ptr.h with pointer conversions; use Char16Ptr for input parameters where possible; make UChar configurable but default to char16_t; add OldUChar same as ICU 58 UChar except not configurable; in public C++ headers change all UChar to char16_t (integrate branches/markus/ucharptr2)
