At the moment a blue spinner which is probably meant to show that the app is working on getting a location fix is behaving in a confusing way.

When location services are off in system's settings and the location button is tapped then a dialog to enable location services is shown. If its dismissed then a spinner is shown in place of a button - it doesn't make sense as the app is aware that location is off.

Its also shown if there is no location (even a stale one) and the location button is tapped - which is great! The problem is it disappears as soon as the map is panned (zooming is ok though).

The way it should be: basic idea is that a spinner should indicate the app is actively trying to get a location fix and didn't give up with it.

location services are off in the system - show a "disabled" (e.g. crossed) location button, a stale location should be shown if not expired yet, and a tap should center on it
location services are on in the system:
- if there is unexpired stale location then show it, show a "spinner" location button, a tap should center on a stale location (but keep spinning)
- if there is no stale location then show a "spinner" location button, a tap does nothing (or maybe flash the button just to give a reaction to the user)
- if there is a current position then show it and a "regular" location button, a tap should center on the position
