Option for disabling smooth pan view (Kinetic Scrolling) #2894

Kinda annoying and cannot disable it. Also useless to me since you can just zoom in and out on place you need.

UPD: Probably what I meant was that smooth view pan gives you acceleration, which you can use for "travelling" across the map. But smooth panning works very bad with precise positioning, making your movement very slippy. As for me - I found that zoom is much more useful for travelling on big distances (making this "kinetic scrolling" absolutely useless): zoom out globally and then zoom back in a point of interest.
So as a alternative I can suggest to use high acceleration for global world map and as soon you getting closer to specific points on the map the acceleration decreases. Or maybe make it the other way around - this is where it comes to a freedom of experimentation.
