The "Download all" button loads all maps of the world after timeout #8799

Describe the issue
I wanted to update my maps. I clicked on the blue button (on the lower side of the screen), which is supposed to update all maps. It downloaded the maps for one country or so, then it timed out (not quite sure why). So all countries were marked with the red timeout icon. Now I think I clicked on the blue download button again, which now read "Download All", and it started downloading all maps of the world, so Abkhazia, Antarktika, etc., and the app started freezing, with the "App doesn't react" popup (probably because of the performance impact of downloading all 200 countries or so).

Expected behaviour
I think that a "download all" button should not be displayed if there are still unfinished updates. Or maybe downloading all maps should not be done at all until the performance problems (organicmaps/organicmaps#4173) are fixed.
