Routing options:

Avoid tolls: Y
Avoid unpaved roads: N
Avoid ferries: Y
Avoid freeways: N

The unusable path in question is Chemin des 40 Arpents next to A13 Autoroute de Normandie: https://osm.org/go/0BNM2FBf

OM shows two red exclamation marks but that only indicates Unpaved road, which would be fine and expected for the set routing options.

Steps to reproduce

create route from Vernon e.g. https://osm.org/go/0BNRrDpu-?m
to Versailles https://osm.org/go/0BOUSlkt-?m
note the two red exclamation marks between Rosny-sur-Seine and Buchelay

Expected behaviour
Do not route cars through unpaved roads which are overgrown to the state they are unusable.
The road in question is marked as "Track / Land-Access Road with Smoothness: Specialized off-road: tractor, ATV which seems correct.

Does OM currently not take that tag into account for routing?

On a trip by car where the idea was to avoid tolls in france, routing used a path which certainly is unpaved, but it's state is so overgrown, that it is not usable with a passenger car. A tractor could probably use that path but that should not be the basis for car routing.
