As indicated in organicmaps/organicmaps#9692 all steps are penalised equally in bicycle routing.

But steps with bicycle ramps are much less obnoxious in my experience.

ramp:stroller=yes - nearly as good, 26k uses, extra 23k where there is no bicycle ramp

ramp:wheelchair - often much worse, but still better than steps

in initial implementation ramp:bicycle=yes ramp:stroller=yes can be both treated as reducing steps malus (compared to footway) by say 70%. So if steps are treated as 1km/h and footway as 18 km/h then steps with ramp can be say 10km/h.

Ramp status is surveyed by StreetComplete and supported in other editors, so coverage can be expected to get better.
