Kinda annoying and cannot disable it. Also useless to me since you can just zoom in and out on place you need.

UPD: Probably what I meant was that smooth view pan gives you acceleration, which you can use for "travelling" across the map. But smooth panning works very bad with precise positioning, making your movement very slippy. As for me - I found that zoom is much more useful for travelling on big distances (making this "kinetic scrolling" absolutely useless): zoom out globally and then zoom back in a point of interest.
So as a alternative I can suggest to use high acceleration for global world map and as soon you getting closer to specific points on the map the acceleration decreases. Or maybe make it the other way around - this is where it comes to a freedom of experimentation.

I never liked personally this feature in any program, especially web browsers: I think no sane person uses smooth scrolling in any web browser whatsoever.

I could see this being a necessary feature for people with motion sickness, so have created and added an Accessibility tag

Just want to chip in as someone on the other side of this. I personally love this form of panning, but I definitely agree disabling it should be an option from an accessibility point of view. Just want to say, please add this as user customization and don't switch without a way to go back :)
