this is an interesting idea (and not technically wrong), but isn't documented on the wiki & there are only 12 highway=ladder with height tagged worldwide. Plus, it's quite hard to set an exact value without a tape measure (although it'd be cool to use AR measuring like streetcomplete one day) It'd be better to remove this i think

It'd be better to have this at a much lower priority (850) as we don't want it displaying instead of POI etc.

i think it's ok to have a high priority in outdoor mode - the mode is primarily for exploration (where you're much more likely to need to use a ladder)
